An identifying term for someone who sets up an order and waits for someone else to match it.

A maker is a trader that places an order for assets, but does nothing afterward. The order remains available until someone else comes along to match it. The term is not a final term, but describes the inactivity with trading orders that most traders turn to at some point in their career.
